3,000 Army medics apply for unemployment in 2011

More than 20,000 medics remain unemployed according to data recently released by the Army’s Human Resources Policy Directorate.

The full report will likely not receive public release, but it covers rising unemployment applications of recently separated Army veterans.  Nearly 100,000 recently separated veterans applied for unemployment benefits in the federal fiscal year 2011 (FY 2011), which stretches from October 2010, through September 2011.  This compares to a total of 190,000 DD-214 discharge forms issued during that same period.

The report covers unemployment compensation (UCX) for separated service members in FY2011 defined as follows: Active Duty claimants must have completed a full first-term of service and National Guard and Reserve must have served on active duty for 90 or more consecutive days.

The report, prepared internally for Army status of forces reporting and in its final clearance for full public release, tracks army veterans by military occupation, rank, gender and state, who filed applications for unemployment insurance in FY 2011.  One chart in the presentation depicts claims organized by military occupational specialty, revealing that military truck drivers have the highest rates of unemployment claims.

Perhaps most startling, however, is that medical specialists rank third overall in a list that suggests that unemployment among military specialties is effectively, “homogeneous,” or spread fairly evenly across all specialties.  At 3%, that places the 68W MOS (medic) at 3,000 newly unemployed.

Nineteen states combine to represent the vast majority of claims in FY 2011, most located through the military-heavy southern states.  Interestingly, Florida, with a high veteran and military population, does not make the top ten, suggesting that opportunities may be better in the sunshine state.  Another slide depicts the status of claims by rank, revealing that 58% of claims come from the E4-E5 enlisted ranks, and enlisted members makeup 90% of total unemployment claims on the year.

“The sheer number of trained military medics on unemployment, while not unexpected, is still shocking,” suggest Daniel Nichols, Executive Director of the national military medical service organization, Military to Medicine, an initiative of Inova Health System based in Falls Church, VA.  “We have been working nationally and internationally to support military and veteran transition into healthcare careers, and know well the barriers that exist for military medics trying to find work in civilian healthcare organizations.  20,000 Medics out of work is hard evidence that our system of skill transfer is completely broken.”

Military to Medicine® has been spearheading recent state-based efforts to address gaps in state legislation that impede acceptance of military experience and training in skilled occupations.  Current legislative strategies fall into three categories: academic workarounds (maximizes college credit for military experience), regulatory permission (directs state boards to accept military training under existing reciprocity regulations), and legislated reciprocity (grants credentials based upon satisfactory performance of duty under a specific military occupational classification).  Ten state legislatures introduced or passed relevant laws in 2011.

Military to Medicine® is currently partnering with the American Legion, and many other government and private agencies in devising strategies to address gaps in military transition and employment, to be highlighted in a 2012 national summit hosted by the American Legion.  “The crux of the matter is in the lack of accreditation of military training programs,” concludes Mr. Nichols.  “And there is no better time than the present to drive home real changes in the area of licensure and certification.  One is too many, 3,000 is a crisis, 20,000 is a national disgrace.”

Military to Medicine Co-Hosts Film Screening: Where Soldiers Come From

Military to Medicine® will co-host a second screening of the film Where Soldiers Come From, an independent film by Heather Courtney, Tuesday, November 1, 2011,  at the Capital Visitor Center in Washington, DC. The film is a heartbreaking , real-life portrait of three National Guard soldiers from a small town in Michigan who are deployed to Afghanistan.  The film documents the soldiers struggles to cope with the realities of war and family stresses associated to returning home with life-long disabilities.

The film was previously screened by Military to Medicine with General Mckeague and the National Guard and is currently pursuing another screening with PBS on a Capitol Hill leading up to a PBS release on Veteran’s Day.

“This is the first longitudinal documentary that captures the Guard/Reserve individual and family experience from joining to mobilization to combat, to return and reintegration.  Traumatic Brain Injury is a central theme of the film – and we are talking with Point-Of-View (POV) and the National Guard on creating a learning tool from the film for communities, commands and first responders on the stages of combat stress and Traumatic Brain Injuries (TBI) – what it looks like in different stages and how it impacts the families” , said Daniel Nichols, Executive Director, Military to Medicine – Inova Health System.

The film has been highly regarded for its realism and graphic depiction of modern combat and an observational approach to understanding the challenges faced by our men and women  in service.  However, it should be noted the film is not a recruitment film, but from a teaching perspective, one of the best resources I’ve found with high potential, if handled correctly, to help soldiers and families that continue to struggle with understanding Post Traumatic Stress (PTS) and TBI.

House Veterans Affairs Committee Hosts Summit to Discuss Veteran Employment

One of the key issues in the national debate on job creation is that of military transition, and the difficulty skilled military veterans face in translating their experience and skills into civilian jobs. Military to Medicine has become a lead advocate in engaging employers and government agencies to streamline and address the barriers. One central theme that has become evident is the lack of accreditation of military training units and commands. Without accreditation, their training must be validated by a civilian proxy, and thus carries little weight for civilian institutions and universities. Invited by Chairman Jeff Miller, Military to Medicine staff outlined three strategic approaches to solving this issue, one of which – “legislated reciprocity” – is being considered by the North Carolina legislature this year.

WASHINGTON, D.C. – [ed...On September 13, Military to Medicine participated as part of a summit panel when] the House Committee on Veterans’ Affairs hosted a Veterans Employment Summit to discuss the best practices of the private sector for hiring veterans. More than 25 companies with veteran hiring programs attended the Summit to bring attention to the issue, as well as to share commonalities in veteran hiring practices and discuss new ideas to help veterans find employment in today’s job market.
“I am grateful to all the companies who attended the Veterans Employment Summit today to share with Members of the Committee, and the public, what they have found to be the most effective and efficient ways to help America’s veterans find meaningful employment in today’s tough economy,” stated Rep. Jeff Miller, Chairman of the House Committee on Veterans’ Affairs.
“When the brave men and women who serve our nation in uniform leave to deploy overseas, they don’t just leave behind their family and friends, often times they leave behind jobs and livelihoods as well,” said Rep. Tim Walz, a member of the House Committee on Veterans’ Affairs. “I want to work with veterans and employers alike to make sure our warriors have access to a good paying job to support their families when they return.”
All the companies in attendance were unanimous in expressing their desire to do more to help lower veteran unemployment rates, which currently stands at 7.7% for all generations of veterans, with higher percentages for Iraq and Afghanistan veterans.

We share the important goal of addressing the full continuum of employment for veterans, not just recruiting and hiring, but also retaining this valuable segment of the workforce,” said Mr. Ray Weeks, Vice President of Veterans Initiatives for Prudential Financial. “We applaud the Committee for hosting today’s Summit and look forward to continuing to share best practices across our corporate peers, industry partners, and government officials.”
Speaking on behalf of American Corporate Partners, Mr. Sid Goodfriend, Founder and Chairman, said, “This effort really shows the spirit of the American people to help those who serve. We built a program to connect large employers with returning veterans. Our program is a career program and that is where we need to start.” American Corporate Partners provides mentorships to veterans through partner corporations including IBM, URS, Verizon, Pepsico, Campbell’s, and GE.
“Veterans have built the railroad, staffed the railroad, and maintained the railroad for our complete 180 year history,” stated Mr. Garrick Francis, Director of Federal Affairs for CSX. “We value the safety, discipline, and mindset we get from hiring veterans.”
Several of the companies, including GE, noted that veterans feel most comfortable when they are hired by a fellow veteran. Companies also said that CEOs must take a leadership role in hiring veterans into their organizations.

“Veterans are highly skilled, highly trainable, and highly recruited as a workforce. It’s smart business,” stated Mr. Chris Hale, Chairman of Victory Media, which publishes GI Jobs magazine.
One frustration for employers, which was a common theme throughout the Summit, is the inability to provide internships to transitioning servicemembers and give them real-world experience, a practice currently not allowed by the Department of Defense.
“The effort to hire veterans must start at the grassroots level, in communities around the country,” said Mr. Bill Kamela, Senior Policy Counsel at Microsoft, which launched Elevate America’s Veterans Initiative. “The ability for larger corporations to reach into those communities is awesome, with technology adding new ways every day. This not only helps stimulate the local economy, but more important, helps our veterans access the training and jobs they need.”
“It is clear from today’s Summit that the government can best help America’s businesses by creating an environment which allows them to do their work. We can also help by providing our veterans with the tools to help them find employment and allow America’s businesses, especially our small businesses, to capitalize on those tools to give our veterans the homecoming they deserve – a job,” Miller said.

Military to Medicine Receives ACE Credit Recommendation

Inova Health System’s program, Military to Medicine® is announcing their successful review by the American Council of Education™. The American Council on Education’s College Credit Recommendation Service (ACE CREDIT) has evaluated and recommended college credit for two (2) of Inova Health System’s Military to Medicine courses.  The American Council on Education, the major coordinating body for all the nation’s higher education institutions, seeks to provide leadership and a unifying voice on key higher education issues and to influence public policy through advocacy, research and program initiatives.

“Inova Health System’s Military to Medicine® program is pleased to receive the ACE credit recommendation for its Medical Terminology and Medical Records and Medical Coding programs,” said Daniel Nichols, Executive Director, Military to Medicine®, Inova Health System.  “Over the last year, more than 500 students successfully completed these two programs.  These students’ achievements totals approximately 2,000 hours of college credit.  This is just the beginning for our programs.”

Military to Medicine’s Medical Terminology program has been offered since April 2010 with five hundred twelve (512) students successfully completing the program. The Medical Records and Medical Coding program began in October 2010 with one hundred thirty (130) students successfully completing the program.  The students from both programs will be informed of the eligibility to obtain the ACE CREDIT transcript for their successful completion.

Military To Medicine Awards Scholarships – Female Veterans Increase Enrollment

Falls Church, VA – Military To Medicine® reports above average enrollments of female veterans and spouses beginning its healthcare training program. The official figures, based on enrollments for the month of July, include 5 military spouses and 7 female veterans, an increase of 350 percent from the prior month.

FALLS CHURCH, VA – Military to Medicine® has welcomed Shands Jacksonville to its national network of healthcare employers who have a commitment to support the hiring of qualified military family members.

Military to Medicine®, a non-profit, national military service organization of Inova Health System, seeks to connect qualified military spouses, wounded warriors and their caregivers, Veterans, National Guard, Reserve and service members transitioning to civilian employment, with careers in healthcare. “We are pleased to be working with Shands Jacksonville and to be able to include their healthcare employment opportunities in Florida on our National Healthcare Career Network,” said Daniel Nichols, Executive Director, Military to Medicine, Inova Health System. “For the thousands of military families living in northeast Florida and southeast Georgia, the participation of Shands Jacksonville in our Network provides a great opportunity.”

Shands Jacksonville is one of two academic health centers in the UF&Shands system. Shands Jacksonville is a 695-bed hospital with a Level I trauma center and Level III neonatal intensive care unit. The Shands Jacksonville campus is also home to the University of Florida Proton Therapy Institute, one of, only a few such centers of its kind, in the country.
